Report highly radioactive sources to the HRQ registry

Description

You must report the surrender, acquisition, other whereabouts and leak tests of highly radioactive radiation sources to the HRQ register.

In Germany, highly radioactive radiation sources are used in industry and commerce, medicine, research and agriculture. Areas of application in industry are, for example, the calibration of measuring instruments. In medicine, radiation sources are used, among other things, in radiation therapy.

Since 2005, there have been legal regulations in Germany for the control of "highly radioactive radiation sources" (HRQ), i.e. radiation sources whose activity is so high that misuse can be associated with a high risk.

You must report the delivery, acquisition, other whereabouts and performance of leak tests of a highly radioactive radiation source to the Federal Office for Radiation Protection (BfS) via the HRQ register.

For the handling of radiation sources whose activity is below the value for high-level radioactive sources, no notification to the HRQ register is required.

The HRQ register enables a complete tracking of the whereabouts of highly radioactive radiation sources within Germany. The registration takes place in secure electronic form via an Internet platform of the Federal Office for Radiation Protection.

The person responsible for radiation protection must immediately notify the HRQ Register of the acquisition, surrender and loss of high-level radioactive radiation sources as well as changes to the information already recorded. The leak test must be notified to the HRQ register within one month of its implementation.
The competent authority shall, within one month, verify the completeness and conformity of the transmitted data with the authorisation granted.

Processing duration

If you register for the first time, you will receive your access data within a few days.
Reports to the HRQ register are made online and therefore without delay.

Process flow

To report a highly radioactive source, you must first register.

The reporting of highly radioactive radiation sources (HRQ) is carried out exclusively via the Internet.
Download the registration form from the HRQ Register website, fill it out (if possible on the screen) and sign it and send it by post or fax to the address or fax number of the BfS provided.
You will receive a personal username and password for access.
On the homepage of the HRQ register, you can log in with these credentials and go to the main page for permit holders.
From there, you will be taken to the input mask for initial reports or to the overview of messages that have already been sent.
The data for the report can be found in the radiation source certificate enclosed with the HRQ as well as in the dispatch or test protocols.
The "HRQ identification number" corresponds to the serial number of the radiation source.
During the import of the report into the HRQ register, an e-mail is sent to the authority specified in the report with the information that the report you have submitted has been received.
The competent supervisory authority will review your notification for completeness and compliance with your approval. If the test result is positive, it marks the data as checked and correct. If you have any complaints, you will be informed by e-mail.
