If you want to operate such a testing, certification and monitoring body, you need official recognition.

Prerequisite
Recognition may take place if, on the basis of their training, expertise, good repute, impartiality and performance, the body or its employees offer a guarantee that these tasks will be carried out in accordance with the rules of public law.
