Applying for the operation of a semen collection centre

Description

If you want to operate an insemination centre, embryo collection or production team for cattle, pigs, sheep, goats or equidae, you need a permit under the Animal Breeding Act.

Permission shall be granted if:

a veterinarian manages the establishment of veterinary technology or the performance of veterinary technical tasks is ensured by a veterinarian contractually bound to the semen collection centre,
the staff necessary for proper operation are available,
the facilities necessary for the collection, treatment, storage and distribution of semen are in place, and
in the case of a semen collection centre, the male breeding animals are present.

The permit refers to the respective establishment with its operating parts as well as to the respective animal species. It is usually granted for 10 years. It may be reissued.

Prerequisites

The seat of its institution is in Germany.
They may ensure compliance with the animal health requirements necessary to maintain the health of livestock.
They can ensure that a veterinarian manages the establishment of veterinary technology or that the veterinary requirements are met by a contractually bound veterinarian.

Required documents

the name, address and legal form of the operator
the addresses of all parts of the business and their function for the collection, treatment, storage and delivery of semen or ova and embryos.

Granting of permission

for cattle, pigs and horses 500,00 to 1.600,00 EURO
for sheep and goats 100,00 to 300,00 EURO

Deadlines

The permit should be applied for no later than eight weeks before the planned start of the operation of the facility or before the expiry of the previous permit.

An appeal against the decision may be lodged with the authority specified in the decision within one month of notification of the decision. The objection may be filed in writing, in electronic form and for record.

If the objection is not complied with, an action may be brought before the court named in the notice of opposition.

Procedure

The operator's licence must be obtained from the zootechnical authority locally competent for the seat of the establishment.

The procedure is as follows:

An informal application must be submitted in writing with the necessary documents for type-approval.
After verification of the conditions for recognition by an on-the-spot check, the decision to grant the licence is taken
Permission may be subject to conditions.
