The permit or the Community license is issued to you as an entrepreneur with an actual and permanent registered office in Germany if

• you and the person appointed to manage the road haulage business (transport manager) are reliable,
• the financial capacity of the company is guaranteed,
• you or the person appointed to manage the road haulage business are/is professionally qualified and
• the requirements for a permanent establishment are met.

For each vehicle you use, the competent transport authority will issue a copy of the permit or a certified copy of the Community license, which must be carried in the vehicle.

Your company requires equity capital. The amount of capital depends on the number of vehicles intended for use. For the first vehicle you need equity capital of 9,000 euros, for each additional vehicle 5,000 euros. As a company that carries out the profession of road haulage operator exclusively with motor vehicles or combinations whose maximum permissible mass exceeds 2.5 t but does not exceed 3.5 t, you need EUR 1,800 for the first vehicle and EUR 900 for each additional vehicle used as equity capital to be proven. This also applies to the use of rental vehicles.

A person is professionally qualified if they have passed a professional qualification test at a Chamber of Industry and Commerce. All examinations previously recognized as equivalent continue to be considered equivalent if they were started or completed before 4 December 2011.

Persons who have worked continuously (at least ten years) in a managerial position in a road haulage company between December 4, 1999 and December 4, 2009 are also qualified.
