Apply for a partial building permit for the modification of a plant

Description

You need a partial building permit if you want to start with the partial modification of facilities before the actual building permit.

To do this, submit an application for a partial building permit to the responsible lower building supervisory authority. In the application, you indicate for which parts of the structure you would like to start before the permit is granted. The partial building permit for the modification of a plant is subject to a fee.

Prerequisites

You will receive a partial building permit for the modification of structural installations if:

the building application is complete with regard to the changes requested for the partial building permit, and
the public law regulations are complied with

- Site plan
- Construction drawings
- Specifications

Fees (costs)

The fees for the partial building permit are: 50 to 1,500 €.

The cost depends on the following factors:

Expected costs of construction

The partial building permit fee will be deducted from the building permit fee if the partial building permit fee is higher than €150.

Deadlines

You must start construction work within 3 years if you receive the partial building permit.

You may then interrupt the construction work for a maximum of 1 year.

You can have the partial building permit extended for 1 year.

Processing time

Processing Time: 0 - 3 Months
The period begins on the confirmed date of receipt. Exception: The building supervisory authority may extend the deadline by a maximum of 2 months if there is an important reason. If the deadline is extended, you will be informed, stating the reasons and the expected date of the decision.

Procedure

You can apply for a partial building permit for the modification of a plant via online service or in writing.

If you submit a written application, proceed as follows:

Submit the application and indicate in it which building application your application for partial building permit relates. Indicate which construction measures you would like to start early.
Add the required building templates.
Submit the application documents to the responsible lower building supervisory authority.
If necessary, the lower building supervisory authority will ask you to pay a fee in advance.
Make the advance payment.
If documents are missing or there are other ambiguities, you will be asked to eliminate these ambiguities.
In this case, submit the missing or adapted documents or clarification.
The lower building supervisory authority will examine your application and involve the competent authorities whose involvement or consultation is necessary.
You will then receive the notification of your application as well as a fee notice.
Pay the fees.
