Applying for a driver qualification certificate

Description

Due to the Professional Driver Qualification Act, you as a professional driver are obliged to undergo special training in both freight and passenger transport.

Since 23.05.2021, a driver qualification certificate (FQN) has been issued on request as proof of your qualification. This will gradually replace the previous entry of the key number 95 in the card driver's license.

The FQN is a card that is similar in shape and size to the driver's license. It must be carried together with your driving license.

The FQN is issued on

Acquisition of the basic qualification,
acquisition of the accelerated basic qualification and
Completion of the prescribed further training measure (every 5 years)

You must apply for the FQN in writing to your competent driving license authority.

Prerequisites

You have your main place of residence in the Federal Republic of Germany.
You are a professional driver or are in training as a professional driver.
You are in possession of a C1, C1E, C, CE, D1, D1E, D or DE driving license.
You have an initial qualification or further training.
The driver qualification certificate is issued, extended or renewed exclusively as part of the application for the initial issue, extension, renewal or new issue of a category C or category D driving license.

Required documents

official proof of place and date of birth (identity card or passport)
a current biometric passport photo
valid driver's license
Proof of the (accelerated) basic qualification or further training
if applicable, proof of other completed special training and further training measures within the meaning of the Professional Driver Qualification Ordinance (training on the inland transport of dangerous goods for vehicle drivers or training on the protection of animals during transport), if these are to be credited
EU work permit or residence permit with the note of permitted gainful employment, if applicable

Fees (costs)

The fee is based on the scale of fees for road traffic measures (GebOSt ). If the driver's license is sent directly to your home address, an additional shipping fee will be charged.
