An exception to the ban on changes to secure urban land-use planning may be permitted if there are no overriding public interests to the contrary. The decision on exceptions is made by the building permit authority together with the municipality.

The following can be affected by a change lock:

• Construction, modification, change of use of structures,
• landfills and excavations on a large scale,
• excavations, deposits including deposits,
• removal of structures,
• significant or significantly value-enhancing changes to land and structures whose changes are not subject to approval, approval or notification.

In the case of projects in the formally defined redevelopment area or in the urban development area, the provisions of a change ban to secure urban land-use planning are not applicable. In this case, a permit from the municipality must be available.

The following are not affected by the change ban to secure urban land-use planning:

• Projects that have been approved under building law before the entry into force of the change ban,
• projects of which the municipality is aware and whose execution could have been started before the entry into force of the change ban,
• Maintenance work and the continuation of a previously exercised use.
